What is the name of your state? Georgia

What are the rights of a minor (american citizen) being held in another country against their free will?

Whatever rights that country wants to allow them to have.

The US government can ask for certain priveleges or access on behalf of the prisoner, but they are given only those rights that the host country wants to grant them.
