Is there a statue of limitation for 'repatriation loans", some period beyond which you are no longer obligated to pay back this loan? Are records ever expunged after a certain lenght of time? Are there any circumstances under which this type of loan might be excused?

My unpaid loan is incurred in 1983, and I have been legally disabled since 1986 (living on Social Security Disability).
