In Delaware, do Grand parents have rights to their grandchildren or would they have to proof both parents to be unfit before getting rights?

NO to the first question and no to the second since, if BOTH parents are found unfit, grandparents are afforded an "OPPORTUNITY" to file for custody, not a "RIGHT" to it.
