What is the name of your state? NY

My car was towed the other day. On the tow reciept it states the time of tow was at 5:43pm and on the ticket the time of offence was 5:50pm. Can they tow a car before giving a ticket?

Also, I was standing in a commercial motor only parking from 7am-7pm, but on my ticket the officer had written All Day/All Night.

Do I have any chance here?
