I had an interview where the interviewer asked if I was in the Vietnam War. Can he ask this question?

Of course he can. He can also ask you if you are Chapter 34 or 31, on Disability status. There are very attractive tax benefits for employers who hire chapter 34 Vietnam veterans and training benefits to you.

There are very, very few questions that an employer is not permitted to ask at all. There are some that they cannot use the answers to in making employment decisions, but only a couple of medically-based questions that they are out and out forbidden.
