My wife is a civilian working on a sub base as a stock handler for a Navy exchange dept store. The new boss is making them dress up in dress cloths and is now trying to stop them from wearing sneakers and change to dress shoes. As the job requires mostly manual labor, climbing ladders, lifting. Can he make them wear uncomfortable and unsafe shoes for the work. It is bad enough that her good cloths get all dirty and are going to get ruined as dress cloths were not made for that kind of work, but the shoes are going to trash her feet and just be a hazard.

Yes, he can require her to wear dress shoes. Your wife might ask the boss if she can keep a pair of sneakers at work to change into when she needs to climb a ladder.
