What is the name of your state?washington
I was driving to work and, due to wet road and a little bit of extra speed, my car failed to turn when requested. I left the roadway and took out a road sign as well as wiping out the end of a guard rail. Am I liable for damages, and do I have to report the incident?also I had to let my insuranc lapse because of income problems.

If the sign and the guardrail were not yours you are liable for the damages.
But the chances of them tracking you down to prosecute you for damage to a sign and guardrail are pretty slim.
Unless someone saw you.

You should be more worried at this point about your income problem and your driving habits.
