student visa

if someone obtains a student visa then finishes studies can they then later apply for permanent residency or even citizenship?

You are not precluded from becoming a permanant resident because you were a student. Sometimes students can get a temporary residnece permit internship program and get a change of status later. Sometimes you have to reapply from your original country. It can be tricky.
