Can cops have their lights off?

What is the name of your state?I live in FL. I was ticketed in Jacksonville.
Recently, I was pulled over on a divided highway by a cop who was parked in a left turn lane. He wasn't in the median, just sitting in the middle lane with all of his lights off. No head or tail lights, no parking lights, nothin. I've heard that police can't just park on the side of the road with no lights on. Is there any truth to this, and how would I use it in court?

Common misconception......don't believe everything you hear.

BTW, undercover officers don't have to identify themselves when a pothead asks, "Duuuude, are you like, a cop and stuff?" No, no...don't thank me....that one's a freebie.
