A friend of mine has left the US nine months after becoming a US Citizen and has lived back in his own country for ten years and his US passport is expired already.

Now he wants to get back to the US.

Is he eligilbe to return as a US Citizen with his family (spouse and daughter)?

What is the procedure?

He is a US Citizen, unless he has done something to renounce or lose his citizenship, as far as I know. He should take a copy of his expired passport to the local US Consular Office and apply for a new one. I can't say about the family.

There is a law that naturalized citizens should not get back and reside permanetly at another country with five years.

But I don't know what happens if you just do it!
