I was given a ticket for speeding (65+mph in 45mph zone) on a twisty highway with the speed on the ticket derived from pacing.

The officer was originally pacing another vehicle behind me. After waiting 3 minutes while the vehicle slowed to 30mph during which time I disappeared out of sight at 45mph, he decided to pursue me. The officer admitted both to me at the time he was writing the ticket and in court that he did not have me in sight AT ALL during the pursuit. (He later changed his testimony to state that he could see me in the corners.)

He never got close enough to identify me until after I had stopped. It was at this time he wrote me the ticket. He based his estimation on speedometer readings indicating between 55 and 80mph on the straights only while he was trying to overtake me (given my 3 minute lead).

Can all this count as evidence to render a ruling of guilty?

He can state his case to the judge. If it is sufficient for guilt or not is only up to a judge. And if the judge found you guilty, apparently it was sufficiently compelling enough for the judge.
