question for a friend of mine.... she has been involved with a man for 8 years, married to, and now divorced from planning to remarry again. He has been deported once and been in jail (for DUI 6 yrs ago, and for domestic violence 5 years ago). would he be eligible to get an resident alien card? and how much trouble would this be? do you know what fines would be incurred?

Chances are, if he was deported, he's going to be ineligible to enter the U.S. for a number of years depending on what he was deported for. Also, how serious the DV and DUI were may also raise question to his eligibility. For a waiver to his ineligibility, it may depend on how strong his ties are to the U.S. He certainly would need to consult with an immigration lawyer to see what his options are. https://attorneypages.com
