What is the name of your state?CA

I have seen that many public companies hire new employees towards the end of the year and lay them off/ terminate them around the end of the year. Does anyone has any idea why they do this? Is this for giving the investor/board community a holiday gift or it is related to the year end finance numbers to impress the Wall Street?
