What is the name of your state? CALIF

My federal writ of habeas corpus was denied in district court for failing to file it timely. The 9th circuit granted me a certificate of appealibility but denied it after a hearing. I requested a rehearing but that was denied too. I then sent it to the USSC which denied any review. The issue here is I waited to hear from the 9th before I filed a civil action against the law office that was hired to help me file the original writ. The law office says that i should have filed against them after the final judgment of the district court. Who is right? Citations??
