Hello:

I have a Master degree from an institution in the USA.
I finished my degree one year ago, but I did not ask for a Optional Practical Training because I wanted to continue as a non-degree student. Therefore my visa status is still F1.

Can a company sponsor me with a H1 without the Practical Training?
Thank you very much.

Why not? I am on a H-B myself. All u need is a sponsor (employer)and the job has to be related to your degree. I suggest u do it through a laywer since u are not familiar with the law. Good luck.

You do not need a lawyer at this point. Just a company willing to sponsor you. 9 times out of 10 the company will do all the paper work and provide the lawyer.
