Board to vote on lease application

What is the name of your state?What is the name of your state? We live in Florida,, we have SIGNED a lease with the owner of a condo, that needs board approval to to lease to us,, we have successfully lived in this community for over 2 years in another unit, and need to vacate before the board imposed 14 day review process,, what penalties can they impose, if any, if we occupy the condo (with the owners permission) before they "approve" our lease,,, and is this process legal?
