Subject: Texas Property Owners Rights

Where do I find the Texas law or statute or the information I need for cutting tree limbs to next door neighbor boundary? I have tried to handle this in a neighborly fashion but neighborsays no! Also, the local power company says I can cut around service line but too many conflicting answers and I dont want to be sued. I am looking for the exact law that states my rights and the neighbors rights. The tree is about 4 ft on her side of the property and the power company does not have an easement.I can't find the exact law stating both parties rights. This is a small town and noone seems to know the answer.
