We live in California and have a "private easement" on our property for a drainage ditch. The ditch connects to one on our neighbors property at one end and to a city drainage pipe at the other. We want to replace the concrete ditch through our yard with something better looking. Whose permission do we need and who needs to approve our drainage plan?
