If a police officer is very inappropriate during a traffic violation what can be done? can a police officer reach into a car during a traffic violation and pull out registration stickers without informing the owner of the vehicle? can the same citation be given more than once?at the same traffic stop

Depends on what the citation was for. If you were whizzing on the officer's car, stopped then did it again 10 minutes later then yes.
