both parents are in jail and CPS has the baby, how do the gradparents get him?

What is the name of your state? CA

The daughter has lived in her parents home since her children were born. She has 3. Twins that are 7 and a 2 year old. She has always been in and out of the house, sometimes dissapearing for weeks at a time. The grandparents have always cared for these children. The mother was arrested recently and she had the baby with her. The officer took the baby to a childrens home and they refuse to release the baby to the grandparents or even let us see him. What do we do? What are the grandparents rights to get this child back?

Thats what we are doing today. Is there a way to get custody of these kids without the mothers consent? The father already agreed.
