What is the name of your state? WA

At the beginning of the year a bulk amount is paid into FSA by employer. 2 weeks into the year an employee gives notice. Does employee have access to the entire amout of the year's contribution? Or only their contribution of 4 weeks by end-of-job-date. (HR rep. stated last year that FSA is a gamble by both sides.)

The EMPLOYER paid this in? That's not how an FSA usually works. Generally a FSA is funded by employee pre-tax contributions deducted from their paycheck. Please clarify.

In any case, it makes a big difference whether this was a medical FSA or a dependent care FSA. The rules are different.

Yes, the employer 'fronted' the money, with repayment via payroll deduction. It is health care, not dependant.

Then the employee has access to the entire amount, presuming that the medical bills were incurred before the termination date.
