Deposit but no lease

I was supposed to live in a sorority house for a semester. I paid a substantial amount of money for security deposit and half of the semester's rent, but never signed a lease. Due to circumstances beyond my control I was unable to live there. The lady who handles the house amd who rents it refuses to even return my numerous calls much less my money. I sent her a certified letter, which she received, but still no response. Can I get my money back and how should I go about doing it sice she refuses to get in contact with me?

Take her to small claims court. There's a good overview of small claims law at this website's home page that you should review. Next time make sure you sign a lease or contract before giving anyone money.
