enclave

we are having a dispute with a neighbor blocking our business. he has by passed county zoning laws and has applied to annex into the city. the city mentioned "enclave" since our property & his at this time are both in the county. all property surrounding ours and his is in the city. can we stop him frm annexing into the city?

There are procedures he has to follow, and they probably give you notice and opportunity to be heard. But this is a matter of really local law that only a local real estate lawyer would know.
