Thanks for the advice about screening the bottom of the house. We have screening over these opening in the crawlspaces, 3 of which we have had to replace due to the Cats. We feel that if its in the contract that animals are not to roam unattended that it is the managers responsibility to see that these rules are enforced. She doesn't want to upset anyone, so she listens to your complaints says she will look into it and that is it. Isn't this like a breach of contract or something?

You really dont give enough info for a good answer but you are correct that if the lease says waht yousay it is that could be a violation of the lease; the question becomes however how do you enforce it-- if the animals are roaming you could call the township and see if there is a leash law-- that might be cheaper and you could send a letter to the landlord asking them to enforce their contract or you could move.
