I have 2 individuals who signed a 1-year lease in Toledo, Ohio. One individual has moved out. If the other person is staying until the end of the lease, do I (landlord) have the legal right to change the locks on all the doors for the remaining individual and request the keys back from the one who left?

I'm not from Ohio, but if you have a tenant discuss it with that tenant. If you expect to hold the one who moved out liable, tell that tenant too, before you do.
