Trees behind house on other's property

What is the name of your state? TN

There are some pine trees behind my house located on another person's property that have fallen on my house in the past causing damage and many are in danger of falling at present. I have tried contacting the man who owns the property to try to get him to cut down the trees in imminent danger of falling but he fails to do anything, is he legally responsible for cutting these trees down or not? If so, how can I proceed in a way that will force him to take action? Thank you very much for any advice

Deceased Tree

They don't look deceased and they haven't been confirmed deceased, they are still green and everything. They are just on a very steep hill and are leaning at about a 45 degree angle over the house, several trees have fallen already, damaging the fence and such.
