What is the name of your state?Nebraska

I was recently told by an attorney that if someone signs a voluntary relinquishment but ends up not placing the child up for adoption, that relinquishment still stands and the birth parent has no legal rights to the child. The relinquishment was never entered into court, the birth parents name is still on the birth certificate and the child has lived with the birth parent since his birth 4 years ago.
