What is the name of your state? Colorado

Hello,
I am a US citizen and would like to file a petition of residence for my brother.
He is a Mexican citizen and currently lives in Mexico.

How long would it take? (I have heard it could take many years...)
If I file it with him being there, he will not be able to come here until he gets it, so if I want him to come here and then file it, what visa status should he have (student, tourists)?
If I file it while he is here, can I also file for advance parole in case he wants to travel abroad?

What would be the best way to preceede in this case?

No, unlike filing for a parent of a US citizen, filing for a sibling of a US citizen, will take about 12 years before he would be eligible to apply for a green card on the basis of an approved relative petition and during that time of waiting for the visa to become available, he is not eligible for advance parole or work authorization even if he is legally in the US. The processing times are going to be the same regardless of where he is because it is the lowest family-based preference category.
