Hi Lana,
I have worked in the US for 3yrs under an H1B, then returned to school for 2yrs without moving back to my country of origin. My OPT expires in August 05. I want to apply for an H1B, now that I have found a job with a non-profit community based organization. My project (in particular) is funded by the CDC as a research project.

How do I find out if the company is exempt from the quota?
If the company is not exempt, does that mean that I have to stop working come August and wait until the visa is approved?
Also, does Louisiana require more than the LCA form (eta 9035) for pre-H1B processing?

You should not fall under the quota anyway even if the company is not cap=exempt. As for the H-1B petition itself, Louisiana has nothing to do with anything since the immigration laws are federal and are the same throughout the US.
