friend got payday loans and is not a us citizen (Irish)

What is the name of your state? VA (NON CITIZEN)
What should my friend do? he got 5 payday loans and is not a US citizen. Can he close his account and not pay them back? He is on a visa program and is due to go back to Ireland in July. The terms and conditions of these loans state that you need to be a US citizen to get what they offer, so does that mean that they should have being doing their job in the first place???
