Visa status H4 transfer to H1B

What is the name of your state? Connecticut

I am in US with the holder of H4 visa, now I want to consult if I can transfer to HIB visa status when I received an offer from one certain employer?

If can, should I leave US to my home country for the visa status transfer?

If yes, is there a big possibility that, I will be reject by US. consulate in my home country?
