Kentucky adoption

What is the name of your state? Kentucky.

My fiance has a four year old son that I want to adopt. The biological father is in Nevada; his name is not on the birth certificate nor has he provided child support. The bio father has occassional phone calls with his son, but otherwise is not part of his life. We are wondering if we need him to terminate his parental rights, and if so, what happens if he doesn't agree to the adoption? The bio father is in the States on a work visa, does his status have any bearing on the case?

How long can the adoption process take? What are the costs? How long do we have to wait after we get married to adopt?
