What is the name of your state? Missouri

My niece was in a serious car accident about 3 years ago. She sustained a massive head injury, but miraculously recovered. She is permanently brain damaged, but does manage to function on a fairly good level, all things considered. She suffers paralysis on her left side, but can still walk with limp. She has minimal use of her arm/hand. She is mentally slow, but is managing to go to college. She was never cleared by the head injury group here to continue to drive, but her parents let her anyway. She should not be allowed on the road, and can only get to place to place by identifying landmarks. I do not believe she will ever be able to live an independant, productive life.
She was awarded money in a settlement when she was 17, but she is not aware of it, because her parents haven't told her. They have been spending her money on anything imaginable. They have even bought land, and fixed up their house. She was so mentally messed up when she endorsed the check, she had no idea what she was signing. This poor girl will need the money, but they will not give it to her. She wanted to apply for disability, but her parents wouldn't let her because the settlement will come up.
Are parents allowed to go through a child's money? What can be done to help her get what she deserves?
