What is the name of your state? Michigan

Housing Commission approved a contract/compensation package with an employee approximately one year ago. In the Housing Ordinance of the local municipality, it clearly states that compensation of housing commission employees shall be approved by City Council. Is the contract/compensation valid when ordinance was not followed? Can the motion to approve be rescinded by housing commission because it is in violation of local law?
