Extrajudicial Consent

What is the name of your state? OK

Greetings! My question is regarding extra-judicial consent executed in another state. The birth and adoption is to take place in Oklahoma. The state of Oklahoma allows extrajudicial consent to be executed before a notary public (Section 7503-2.6). The putative father resides in Arkansas, which does not appear to have the same provisions for extrajudicial consent. In Arkansas, I believe the putative father must give consent in front of a judge; however, if the adoption is to be filed in Oklahoma, does the Arkansas law need to be satisfied as well?
