I need to know how to protest an awarded service contract for the City of Houston. My organization won the bid...we are the industry leader, we have the most experience, and we were half the price of the competition; however the City is refusing to negotiate or even discuss the terms and conditions of the contract. It appears they will intend to award the contract now to another vendor.
How can I formally protest this award if they select another vendor?
