What is the name of your state?tx
Can the local police( not federal) get a search warrant for a home based on what an informant claimed about drugs being in the house ( assuming reliable informant) or is a controlled buy necessary?I always thought that a controlled drug buy was neccesary or at least a recorded conversation. I have other questions but would like to get this one answered first.

They CAN ... but, unless they have something more than the word of an informant, it's not likely that a judge would sign a warrant.

They would likely need some other indicia of drug activity before a judge would sign a warrant.

Do you think a judge would sign the search warrant if the police had information about a previous felony drug conviction from 1986 along with the informants infomation?
