Neighbor (25' away) claims to have permission from the owner to occupy an illegal structure (rundown greenhouse w/o plumbing); the owner (in California) has let 5 people/families occupy over past 5 years - all w/o any toilet. (Current occupant uses open bucket) Plus - the catchment water tank is filthy with mosquitos. Building & health departments are no help; they claim are too understaffed. Our Neighborhood assoc. is somewhat anarchistic and divided over squatters and code violators - not allied. We feel our health is at risk. The owner no longer responds to us; she has not been here in over 5 years and claims these varous occupants are "fixing up her sweet little place" while they are actually running it down, lighting fires inside the structure, letting everything degrade year after year. We could possibly garner a likeminded group of neighbors since this sort of thing is a staple problem in our subdivision, and sue. Help!!! (I will post this on the Landlord/Tenant section as well since applies to both.)

if your local govt officials wont do anything then call a local Tv station and ask them if they would be interested in seeing a illegal dwelling unit that has become a garbage house . If they air it likely your governmental authoritys will act on it .
