What is the name of your state? Texas cameron county

I have an easement on my property for the back 60 feet for drainage and 10 feet for power lines. Can I fence the area If I leave a gate large enough for access? Nobody has been there for years by the looks of the ditch. It was almost impassable until I cleaned and leveled out the area to match my backyard. It would be crazy to fence in the good view and lose 1/3 of my open acre.
