I had outpatient surgery about 4 months ago. Well months passed without recieving a bill or any contact from the hospital in which I had the surgery. I contacted them and I was informed that they had filed the insurance claim to the wrong insurance carrier. Is this a violation of HIPPA, and if so can I use this against them in lowering my balance of my bill?

It's not a HIPAA violation; it's a mistake. No, you cannot use this to get your billl lowered.
