Can a Judge sign an order that terminates a obligation to pay child support from an agreement made outside of the court between the parents?

Possibly. But the order needs to be written & filed correctly according to your state law and guidelines. And both parents need to agree. However, it's generally not this easy. Even if both parents agree, a judge may still not allow it because it's in the best interest of the child to receive financial support from both parents until age of emancipation. Otherwise, the burden can fall on the tax-payer to support your child for you.
