new home--wall not on property line

I purchased a new home, but the wall on one side of the property is not entirely on the property line. There are sections with tree wells. The property line is straight, but the tree wells in the wall put portions of my property on the city's side of the wall. They didn't build the wall new, it was a pre-existing wall (previously, the wall entirely surrounded the property; they just knocked down part of the wall and kept the rest up). Do I have a legal right to have the builder put the wall on the property line?

And do I need to worry about Adverse Possession of my property (maybe 100 sq ft)?
