Living in CA defying ALA court orders

My sister's divorce was handled solely in the state of Alabama. The judge's orders state that
1.) The husband shall pay to the wife as periodic alimony, the sum of $1500.00 a month for 24 months.
2.) One half of the tax refund which will be due and payable to the parties from the filing of a joint tax return for the tax year 2003 shall be divided equally between the parties within ten days of receipt by either of said parties.
Plus a few other items. Bottom line here is that they both now reside in the state of California, and he has not followed the judges orders, missing and or reduced alimony payments and absolutely no mention to anyone regarding the tax return, which no doubt has been received by him, since he filed sometime in February 05. (the divorce was final in December 04).
It states that...And further, if legal action is brought against the wife to recover any debt thereon, the husband shall indemnify and hold harmless, and in adddition, pay attorney fees and costs of collections which she may incur as a result of his failure to pay said indebtedness.
Her attorney in Alabama said that even if she were to file contempt of court charges against him there, he would not be affected, unless he went back to Alabama and got pulled over or into some kind of other trouble.
What can be done in this state to make him comply?

She needs to get the AL judgment registered in CA and sue him in CA.

She needs a CA lawyer.

Since they BOTH live in CA...then she should contact a CA attorney. There will be some way that she can domesticate the court orders in CA and pursue him there. There are also county departments that help pro-se parties if they can't afford an attorney. I don't remember what they are called (is it family law facilitators?) but there are several people on this board who can provide that information.

Are you sure that the orders referenced the 2003 return?...wouldn't it have been the 2004?
