they ditched phone appointment, blaming me for it

What is the name of your state? Maryland

I had a telephone appointment to file for my autistic child, they told me to be ready for the call 15 minutes prior to the time. I work nights, but was ready with the paperwork and all 20 minutes prior to the call time, until 15 minutes after it, at which time I gave up on them calling me that day and went to bed. When I got up several hours later, there was a message on the answering machine that -I- missed the appointment, and would have to start the process all over again. I have also received a letter stating they denied me because I missed the appointment.

THEY are the ones who did not call, will their screw up afffect appeals/applications in the future?

Additional question - my husband is active duty military, and they do not let us handle the medical records...how then do I get the information for my appointment?

Did you call them back and ask why they didn't call you at the appointed time?
Have you asked to speek with a supervisor?
Have you explained that you work nights?
What did they say?
Have you requested copies of your child's medical records and or had them sent to SSA? It only requires your signing a waiver.
How old is your child?
Have you contacted your state department of developmental disabilities?
Have you asked your case worker ot local independent living center to assist you.

I haven't called them yet, I wanted to see what was advised here first

I signed a waiver saying they can access/view her records

she is 5

"my" state department being maryland, or our military home of record, washington? (but no, currently we deal with child find, for school issues, and military doctors, I applied for consideration (forget the term) though MD department of disabilities 2 years ago and was denied, because all their funding went to high risk cases)

er...case worker? Local independant living center...? but she lives at home, what could they offer?

At 5 yo your child should have been assessed and in the system for early intervention. If that is not the case, it is unlikely your child will qualify for social security disability. What form of Autism does your child have? HFA, ASD, Aspergers, Autism? If it is HFA, ASD and or Asperger's you may still have a fight on your hands to access resources.
