What is the name of your state? Military/Civilian

Currently stationed in Vicenza Italy, I have a soldier who I just received from the United States that currently has a warrant for his arrest. Soldier was sited with a DUI and also missed his court appearance. We spoke with the DA and they dropped the missing his court appearance charge but there is still a warrant for his arrest.
My question is since the soldier is in my custody is there any legal way for me to gain permission from the state (Nebraska), to allow me to have the soldier placed in custody and serve the required time in our local prison. Then once his time has been served send the documents back to the state?
