The new board members have instilled new regulations & charges by a
vote of 15 members at the last meeting. The did not notify the homeowners
that a vote would be made. First of all the President & VP are husband
& wife. I am pretty sure that's not allowed. They are locking the
gates to our park & boat launch & charging $10 per key (lock & keys cost
approx 50 cents each). We are now have to give 24 hour notice to bring
a guest to the park and are charge 1$ per pass. So in essence they are
charging to park in the city limits... I was told this is illegal.
The have stated that unauthorized vehicles will be towed (i am not sure
if there is a sign up on the premises yet reflecting that). They did
not take bids on putting up gates & locks etc. I guess someone's brother
in-law will be doing the work at God only knows what price.

We have never been charge to use the clubhouse (small one room
building) in the past now they have decided to charge $25 for use of the
building & $75 deposit to be refunded if the board member feels that you have
adequately cleaned it. They are stating that the facility is police
protected but yet they have not hired one and getting a Houston police
office to Patrol in Huffman Texas will take an act of congress unless
they are paid.

One person is now deciding on Yard of the month & giving it & the gift
certificate to their friends.

They are harassing homeowners by bending deed restrictions to their
advantage. ie trying to make someone who's had a fence up for 15 years
move it back 6 inches.

We got the letter yesterday they say its effective May 1st. The next
meeting is May 3rd. They will be selling the keys on April 19th, 22nd,
26, & 29 from 7-8pm.

Our Deed restrictions are antiquated but can only be changed once every
10 years by a 2/3 vote of all homeowners & no voting by proxy I know
this because I was on the committee to change it in 1999 to no avail.
From what I have been told over the years is any new charges or rules
had to be placed in the by-laws or deed restrictions & submitted with the
state before they could come into effect. These people cannot play
judge & jury they are supposed to speak on the behalf of all homeowners. I
am getting a petition together and asking the homeowners to wait for
the May meeting to get their keys & parking stickers so that we may
discuss this matter. Although I'm not sure what good it will do. I would
like to have a leg to stand on before I talk at the meeting. I am
assuming a lot from here say on laws & regulations. I am researching it as
much as I can.

I have started a petition demanding a recall of the board members individually at the next meeting due to the fact that all members were not notified of the original election as stated in our bylaws. the bylaws also state that roberts rules of order will be used. Any other advise on what to do?
