my brother just recorded a POA that i gave him 15years ago. He used it to quit claim my name off of my mothers home, car, and possibly her will and my POA for her that same day of recording. What can I do? Is this considered fraud?

Speak to an attorney. First, NOT all POAs are "sufficient" for the transfer of real estate. That POA may or may NOT be one that covers the transfer of the subject property -we have no idea what he has and what powers you granted him, or for how long. The attorney will know what steps to take next - but act quickly.
