When dealing with contract work over seas and sometimes in hostile areas, how can a contractor go about challenging a new regulation that is found in the Federal Register? How do the courts decide that these new regulations our valid?

Brian
The court decides if they are valid or not when someone challenges them in court. Otherwise (if no one challenges them) they are presumed valid.
