Gaming system uses inside of a business?

What is the name of your state? CA and WA
Lets say I have a bar, can i have a gaming system (like X-Box/GameCube etc.) set-up inside for customers to use? and what if i cahrged them? Would I need to pay the manufacturer of the gamin system anything or have to do anything extra?

You would need to license the commercial use of the product, whether or not you charged for the use.
