It means not exclusive to any one person, but they also must have the legal right to use the easment.

Non-exclusive easement means the owner of the underlying property retains the right to subdivide the easement further (ie. sell access to other parties). This is the usual way residential easements are made.

Exclusive easement means the owner of the easement can subdivide it. This is more common with commercial easements.
